Superhero settings

As has been mentioned, most of the settings of animated superhero adventures are big city-types where the government, or just the city in general, is imperfect or in some sort of corruption. I suppose it's meant to emphasize the superiority (no pun intended) of the superhero character in the viewers' opinion, but I'm wondering; how different would the superhero's adventures be if the setting was better? What would be the major problem that would contrast with the superhero to make the character what he/she/they are?

This question immediately reminded me of that one gif where Spiderman's on a farm and his web swinging is useless, but it also got me thinking that if a hero was to have their main base of operation and villain fights in an open area it's less fun to watch. Each side is forced to face their opponent then and there, with no places to hid, deflect damage, or use as impromptu weapons. It'a almost a different fight entirely, rock paper scissors (offense or defense) rather than something like chess (think 12 steps ahead, use your surroundings/pawns to your advantage).
